Hudson Link History At A Glance: A Timeline
Prior to 1994, there were more than 350 college programs inside U.S. prisons. In 1994, Congress abolished Pell grants for all incarcerated persons. New York State followed course, eliminating all college degree programs at New York State correctional facilities. Based on evidence that education transforms lives and greatly reduces recidivism, Hudson Link for Higher Education in Prison was formed in 1998 by a consortium of Sing Sing inmates, college educators and community leaders. From inception, Hudson Link’s programs and services are entirely funded by private funding.
